CEN to develop standards supporting the implementation of the new Fertilising Products Regulation

The European Committee for Standardization (CEN) develops and sets European standards (ENs) that are applied across the whole of the European single market. CEN brings together the national standards agencies of 34 countries and a network of thousands of technical experts from business federations, commercial and consumer organizations, environmental groups, and other societal stakeholders.

In 2020, CEN was mandated by the European Commission to develop standards supporting the implementation of the new Fertilising Products Regulation (FPR), i.e. Regulation (EU) n°2019/1009. These standards will allow the conformity of fertilising products with the Regulation requirements to be assessed.

Most of these standards will be developed in two steps:
First step: drafting of Technical Specification (CEN/TS – EN without ring-test) to be published before April 2022
Second step: resumption of these TS in harmonized EN standards (hEN published into JOEU) before April 2024

CEN has created a Technical Committee CEN/TC 455 dedicated to Plant Biostimulants. The latest comments were made to the TS drafts related to “Plant biostimulants – Claims” in May. The weighted vote by the CEN national members approving the publication of the documents as CEN/TS is scheduled for September 2021. EAS Group takes part in national discussions at French level through BN Ferti and AFAIA.
Once the TS is approved, the drafting of hEN and ring-tests can begin.
