Request for a scientific opinion on:

Final opinion on cosmetic ingredients:

SCCS - Final Opinion on hair dye 1,2,4-trihydroxybenzene (1,2,4-THB) - A33 (CAS 533-73-3) - Submission VI.

Preliminary opinions open for comments:

SCCS - Preliminary Opinion open for comments on Hydroxypropyl p-phenylenediamine and its dihydrochloride salt (A165) (deadline for comments: 09 September 2019).

Final opinion for tattoo inks and permanent make up

On 19^th June 2019, ECHA published Final opinion of the Committees for Risk Assessment (RAC) and Socio-economic Analysis (SEAC) to restrict substances in tattoo inks and permanent make up.

Canada

Update proposal to the Cosmetic Ingredient Hotlist

On 1^st July 2019, Health Canada closed the consultation period about proposed changes to the Cosmetic Ingredient Hotlist. The proposal includes the following changes in the entries of prohibited and restricted ingredients:

G/TBT/N/CHN/1331	China	Regulation for Notification of Non-special Cosmetics (Draft for Comments).
G/TBT/N/TPKM/375	Taiwan	Amendment to Restrictions on the Manufacture, Import, and Sale of Personal Care and Cosmetics Products Containing Plastic Microbeads. Two transition periods will be provided for the businesses to comply with the new requirements. For manufacturers and importers, the requirements will be effective on 1 September 2019; for vendors, the requirements will be effective on 1 March 2020.

Europe

RAPEX (European Commission Rapid Alert System for dangerous non-food products – Alerts reported by EU national authorities).

The following 6 alerts regarding cosmetic products have been reported, from week 21 until week 24 of 2019.
