New version of Toy Safety Standard EN 71-3:2019 on migration of certain elements
On 10th April 2019, the European Committee for Standardization (CEN) published the toy safety standard EN 71-3:2019.
This document specifies requirements and test methods for the migration of heavy metals and toxic elements such as aluminium, antimony, arsenic, barium, boron, cadmium, Chromium (III), Chromium (VI), cobalt, copper, lead, manganese, mercury, nickel, selenium, strontium, tin, organic tin and zinc.
The main changes concern the practical methodology and are aimed at improving the performance of the method in terms of repeatability and reproducibility. Another main change is the Chromium VI limit according to Directive EU 2018/725. According to this Directive, the new limit for Chromium VI for the category of Scraped-off toy material has been replaced by 0,053 (instead of 0,2 according to point 13 of part III of Annex II to Directive 2009/48/EC). The new limit shall apply from 18th November 2019.
This new version is expected to be harmonised during 2020.
The currently harmonised standard EN 71-3:2013+A3:2018 will be withdrawn by 31st October 2019 at the latest.
