Draft Commission Regulation amending Annex VI to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products
Its aims to allow the use of Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate (S87) as a UV filter in cosmetic products at a concentration up to 3%, by adding it to the list of authorised UV filters in Annex VI to Regulation (EC) No 1223/2009 |

Draft Commission Regulation amending Annexes II and III to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products
It proposes to ban three substances for use in hair dye products due to their potential genotoxicity and mutagenicity identified by the EU Scientific Committee on Consumer Safety (SCCS). In addition, it proposes to restrict, in Annex III to the Cosmetics Regulation, the maximum concentrations of six substances for use in hair dye products and of one substance for use in products intended to colour eyelashes. The proposed maximum concentrations are based on the positive opinions of the SCCS on these substances |
Public Consultation on Parabens
On 14th March 2020, the draft screening assessment for Parabens group was published in Canada Gazette, Part I, and will be open for public comment for 60 days, until May 13, 2020. The final screening assessment and risk management approach will take into consideration any comments and new evidence received during the consultation period.

Labelling of cosmetic products – Allergan substances
On the 16th December 2019, the Ministry of Food and Drug Safety published the Notification No 2019-129 which indicates that if a cosmetic product contains one of the 25 allergen substances outlined in the table below, they are to appear on the product label according to the following requirements:
- The concentration exceeds 0.01% in a rinse-off product
- The concentration exceeds 0.001% in a leave-on product
Note: If an allergen is present in a number of ingredients which make up the product, the total concentration must be calculated to verify it is in compliance with the threshold and labelling requirements detailed above.
