Proposal to remove toluene in nail products

In March 2019, the California Department of Toxic Substances Control (DTSC) published a draft technical document, Product-Chemical Profile for Nail Products Containing Toluene ( Discussion draft- March 2019).

Within this document DTSC describes the scientific, regulatory, and policy bases to list nail products that contain toluene. This point has become their priority under its Safer Consumer Products program due to found levels of toluene in indoor air of nail salons and in the breathing zones of nail salon workers.

The aim is that manufacturers eliminate the use of this substance in their products.

China

First amendment to regulations concerning the hygiene supervision over cosmetics

On March 2^nd 2019, the first amendment to the Regulations concerning the hygiene supervision over cosmetics was issued by the State Council.

In this revision, Chapter 15 was amended to “When a special use cosmetic product is imported for the first time, it is required to submit to the Health Administrative Department under the State Council the relevant information such as the specifications, the quality standard, and the method of testing, and a sample of that special use cosmetic together with a production license issued by the official department of the exporting country (or region). Only after an approval by the Cosmetic Administrative Department under the State Council is obtained can the importing unit sign the import contract.”

RAPEX (European Commission Rapid Alert System for dangerous non-food products – Alerts reported by EU national authorities).

The following 12 alerts regarding cosmetic products have been reported, from week 8 until week 11 of 2019.
