Radio, Wireless & Telecommunications

The Federal Communication Commission (FCC) is the US authority for the certification of telecommunication equipment including Radio and wireless products which are intentional radiators. Several Eurofins companies are recognized Conformity Assessment Bodies (CAB) by Mutual Recognition Agreement (MRA) between the European Union and the North American Countries. It enables Eurofins E&E to offer complete market access for North America.

The certification of Telecommunication Equipment in Canada is handled by the Department of Innovation, Science and Economic Development (ISED; formerly Industry Canada).

ISED Canada

Several Eurofins companies are designated Foreign Certification Bodies (FCB), accredited by German BMWi and the Industry Canada to issue ISED Grants under the Mutual Recognition Agreement between Canada and the European Union. The scope of recognition is All Radio Standards Specifications (RSS) and Broadcasting Equipment Technical Standards (BETS) in the Category 1 Equipment Standards List. 

The Eurofins measurement facilities comply with RSS Gen and are registered with the ISED. List of O.A.T.S. Filings, IC assigned code 3470.

FCC-USA

TCB Program

In accordance with the terms of the Mutual Recognition Agreement between the United States of America and the European Union, the European Union has designated and the FCC has accepted several Conformity Assessment Bodies (CABs) that may either certify or test radio frequency and telecommunications terminal equipment for compliance with FCC regulations. The United States of America and the European Union signed a Mutual Recognition Agreement (US-EU MRA) in May 1998, covering multiple product sectors, including equipment subject to mandatory Telecommunications and Electromagnetic Compatibility (EMC) regulations. The US-EU MRA entered into force on December 3, 1998; and the Telecommunications and EMC annexes became fully operational on January 16, 2001. The agreement facilitates trade by allowing manufacturers to bring products to market quicker. Some of the CABs designated by the EU and accepted by the FCC are Telecommunication Certification Bodies (TCBs). Eurofins, through our network of companies, is a TCB under the US-EU MRA and has been authorized by the German BMWi and the FCC to issue FCC Grants pursuant to Part 2.960 of 47 CFR starting on 26 February 2003. Eurofins companies operate under the requirements of 47 CFR 2.962. Please consult these FCC rule sections for a more detailed description of the program requirements.

Product certifiers operating under the program are required to perform product surveillance audits of certified equipment.

TCB Scope

Certification of telecommunication equipment by TCBs is classified in scopes. TCBs can apply for three main scopes comprise different compositions of telecommunication technology.

Several Eurofins companies are accredited TCBs for all three scopes allowing the comprehensive testing and certification service for all kind of telecommunication equipment.

Getting your product granted by the FCC 

In order to carry its responsibilities under the Communication Act and various treaties and international regulations, and in order to promote efficient use of the radio spectrum, the FCC has developed technical standards for radio frequency equipment and parts or components thereof. Such equipment must be authorized from the Commission by one of the following procedures: "Verification", "Declaration of Conformity (DoC)" or "Certification".

Certification of equipment by a TCB shall be based on an application with all the information specifie. The TCB shall process the application to determine whether the product meets the Commission's requirements and shall issue a grant of equipment authorization. The grant shall identify the TCB and the source of authority for issuing it.
